The Saint Luke’s Foundation Announces Board Leadership Transition, Appoints Teresa Dews, MD as Chair, and Welcomes Two New Board Members

CLEVELAND, OH (January 21, 2026) — Saint Luke’s Foundation today announced that Terry Allan, who has served on the Foundation’s Board of Trustees since 2018 and as Board Chair since 2021, has completed his term of service due to term limits of the Foundation. The Foundation also proudly announces the appointment of Dr. Teresa Dews, MD, as the new Board Chair as of January 1, 2026.

During his tenure of service since 2016, Allan guided the Foundation through a period of strategic evolution, strengthened partnerships across the community, and championed investments that advanced health equity, neighborhood vitality, and long-term prosperity for residents across Greater Cleveland. A respected public health leader, Allan brought steady vision, deep community insight, and an unwavering commitment to the Foundation’s mission.

As part of this leadership transition, the Foundation also welcomes two new members to its Board of Trustees: Freddy L. Collier Jr., and Matt Carroll. Collier, an innovative strategic thinker with decades of leadership experience in urban planning, organizational development, and community transformation, currently serves as the Senior Vice President of Strategy & New Initiatives at the Greater Cleveland Partnership. Carroll, a respected public administrator with more than 30 years of public service, most recently served as Chief Administrative Officer for the City of Shaker Heights and previously held key leadership roles in both the City of Cleveland and Cuyahoga County, including Director of the Cleveland Public Health Department. Their combined expertise in public health, planning, and systems-level strategy will significantly strengthen the Foundation’s governance and community impact.

“Terry’s leadership has been extraordinary. He guided the Board with exemplary leadership. I am forever grateful that, six years ago, he chaired the selection committee that oversaw the national CEO search that landed me in this privileged position. He led with a clear sense of purpose and an unshakeable belief in what our community can achieve when we lean into collaboration and shared values,” said Tim Tramble, Sr., President & CEO of Saint Luke’s Foundation. “His integrity, wisdom, and commitment to expanding opportunities for residents have helped position Saint Luke’s Foundation for its next chapter of impact. We are profoundly grateful for his service and his heart for this work. At the same time, we are thrilled with optimism to welcome Dr. Teresa Dews as our next Board Chair, her experience, her strategic acumen, and her vision for a healthier, more connected community make her an exceptional leader for this moment. We are equally excited to welcome Freddy Collier and Matt Carroll to our Board. Their leadership experience and deep understanding of Cleveland’s communities will expand the Foundation’s capacity to respond to community needs with thoughtfulness and innovation.”

Dr. Dews brings a distinguished background in healthcare leadership, clinical innovation, and community service to her role as Board Chair. She serves as Vice President and Chief Medical Officer of Cleveland Clinic Euclid Hospital, where she leads teams in advancing the Cleveland Clinic’s mission and strategic goals. She maintains robust practice in interventional pain management and has held senior leadership roles across the Cleveland Clinic system, including Chief Medical Officer of Hillcrest Hospital and Vice Chair of the Pain Management Department.

“I am deeply honored to serve as Board Chair and to follow in the footsteps of Terry Allan, whose leadership has strengthened both the Foundation and the communities it serves,”said Dr. Teresa Dews.  “Under his guidance, Saint Luke’s Foundation has made meaningful progress in advancing health equity, supporting neighborhood vitality, and improving quality of life across our region. I am energized by the opportunity to help lead the Foundation into its next season, one where we strive for higher heights, deeper partnerships, and even greater impact for the people of Cleveland.”

As the Foundation looks ahead, Dr. Dews will work closely with the Board of Trustees and executive leadership to continue advancing Saint Luke’s Foundation’s mission of achieving health equity and enhancing quality of life for all residents. Her three-year term as chair of the board begun on January 1, 2026, and will continue through December 2028.
